لكن كاتيا لم تأخذ بعين الاعتبار مقدار اختلافها عن غيرها إلا عندما دخلت إلى المدرسة. تروي : ” هناك تأكدت أنني لست كالآخرين.

كل مرة كنت ألتفت، كنت أخيف أحداً ما. لم أكن أتوقف عن سؤال نفسي ما الذي فعلته لأستحق كل هذا، لكنني لم أجد جواباً.


ثم قلت لنفسي بما أنني لن أكسب أصدقاء بسبب وجهي، فسأحاول أن أكسبهم بمعرفتي، بذكائي، بسحري وبلطافتي. أهم شيء عند الشخص هو روحه “.

هذا بالضبط ما فعلته وبدا الأشخاص من حولها متجاوبين. وأصبحت كاتيا محمية من المدرسة كلها وكل من حاول أن يزعجها كان يجد نفسه في مواجهة أصدقائها العديدين. ” قبلت نفسي كما أنا وتعلمت أن أحب نفسي. عندما أفكر بالأمر، لا يوجد إلا 20 شخص مثلي في العالم كله ! هذا شيء مهم جداً بالفعل ! ” فرح الحياة عند كاتيا يؤثر فيمن حولها. وكلما مر الوقت، كلما ازدادت ثقتها بنفسها. ما هي مشاريعها بالنسبة للمستقبل ؟ أن تكون سعيدة بالتأكيد ! العديد من الفتيات من عمرها يخفن من الخروج بدون ماكياج، لكن كاتيا لا تفعل ذلك. أصدقاء كاتيا ليسوا الوحيدين الذين يقدّرون سحر فقد قابلت زوجها دنيس بطريقة غير منتظرة : ذات يوم طلب رقماً بالخطأ وتعرف عليها. تكلما وقررا أن يتقابلا بسرعة كبيرة، وبدأت قصة حب.

وعندما قررا أن يتزوجا، كانت كاتيا الزوجة الأسعد في العالم !


وسرعان ما زف الزوجان الخبر السعيد : سيصبحان أبوين ! انتقد الكثيرون قرارهما بتأسيس عائلة ولكن دنيس وكاتيا كانا يعرفان ما الذي يريدانه.  بعد تسعة شهور، استقبلا ولدهما الرائع !


صرحت كاتيا : ” أشعر بأنني رائعة إلى حد كبير. فقط بفضل ثقتي بنفسي استطعت أن أتجاوز كل العقبات. اليوم، كل جهودي أنا وزوجي كوفئت بوصول ابننا الملاك الصغير. ما الذي يمكن أن أطلبه أكثر ؟ ”.

كاتب كويتي يوجه انتقاد لاذع لوزير العمل السعودي بسبب نظام السعودة

وجه الكاتب الكويتي أحمد عبد العزيز الجارالله انتقادات لاذعة لوزير وزير العمل والتنمية الاجتماعية السعودي علي الغفيص , بشأن ما سمي “الفاتورة المجمعة” واثرها السلبي الكبير على الاقتصاد السعودي والخليجي.

وقال الجارالله في افتتاحية صحيفة السياسة الكويتية اليوم الاحد تحت عنوان ” وزير العمل السعودي… إنك تغتال التنمية بالفاتورة المجمعة ” موجها حديثه لوزير العمل السعودي :”كنا نتمنى الا ترد قراراتك الأخيرة إلى القيادة السعودية، فاننا في الوقت نفسه نهدي إليك عيوبك على أمل العودة عن اجراءات تضرب في الصميم التنمية السعودية، رغم أن الهدف منها هو توطين الوظائف والأعمال، غير أنها اتخذت وأقرت على عجل ومن دون دراسة، ما أثار حفيظة رجال الأعمال في المملكة كافة”.

واضاف الجارالله , ان ما سمي “الفاتورة المجمعة” سيكون لها الأثر السلبي الكبير ليس على الاقتصاد السعودي فقط، إنما الخليجي عموما لأنها في الحقيقة تؤدي إلى انكماش اقتصادي، وتعرقل الدورة المالية محليا وخليجيا، فهذا القرار المفاجىء سيؤدي إلى تخلي رجال الأعمال السعوديين عن المشاركة بالحركة التنموية واحباط طموحاتهم، وبخاصة اولئك المستجدون.

واشار الى ان القرار يزيد من معاناة السعوديين، فاذا كان غير السعودي ومنذ عقود عدة يعمل في هذا المجال ولديه القدرة على دفع الرسوم التي أقررتها فجأة، فان ابن البلد الذي يريد الحلول محل ذاك الوافد لن يكون بمقدوره ان يدفع رسوما للمستقبل عن تشغيل عمالة افتراضية.

وقال الجارالله لوزير العمل السعودي :”حين تطلب من السعودي ان يدفع فورا تلك الرسوم العالية جدا، واذا تأخر توقف معاملاته، في وقت لم يتأهل به بعد للعمل في المهن كافة، اذ هناك مهن لا تزال غير مستساغة اجتماعيا، وهذه تحتاج الى وقت للتدرب عليها وان تصبح مقبولة اجتماعيا، وتفرض على المواطن دفع مبالغ كبيرة لقاء العمل فيها، فأنت عمليا تدفعه الى عدم دخول سوق العمل، وفي الوقت نفسه تمنع غير السعودي من العمل بها، ما يعني فشل خطة توطين العمالة، واعتقد ان هذا ليس هدفك”.

ونصح الكاتب الكويتي الوزير السعودي بالاطلاع على تجارب الدول الاخرى، وقال :” ففي سويسرا مثلا يعمل ابناء البلد في صناعة الساعات والشوكولاتة والبنوك والادارة، أما بقية المهن والأعمال فقد فسح المجال فيها لغير السويسريين للعمل ويخضعون للنظام الضريبي للدولة، وهناك تدرجوا في فرض الضرائب والرسوم الى الحد الذي بات فيه بمقدور كل مواطن دفعها من دون اي عناء”.

واكد الكاتب ان مثل هذا الاجراءات تغتال التنمية، يجب على الوزير أن يتماشى مع الرؤية الستراتيجية للدولة، ولهذا يكون التدرج في فرض الرسوم هو الحل الامثل، اسوة بدول العالم كافة التي تعتمد النظام الضريبي، حيث هناك ما تسمى المصالحة بين الدولة والمطلوب منه دفع تلك الضريبة في حال كان المبلغ أكبر من طاقته، وهذه الدول لم تقر رسومها وضرائبها فورا، لانها، كما في المثل العربي، هي تريد العنب وليس قتل الناطور، الذي هو في هذه الحالة الاقتصاد السعودي، ولا شك معه الاقتصاد الخليجي.

وتمنى الكاتب الكويتي من الوزير السعودي العودة عن هذا القرار كي لا يندم ويقول في يوما ما ياليت لم نتخذ هذا القرار المفاجىء الذي تحول أزمة اقتصادية في المملكة ودول الخليج كافة وهي بغنى عنها.

«العمل» توضح: مهنة «مندوب المبيعات» ليست مقصورة على المواطنين

نفت وَزَارَة العمل والتنمية الاجْتِمَاعِيّة، الْيَوْم الأحد، مَا أشيع عن إيقاف تجديد الإِقَامَة للوافدين على مهنة “مندوب المبيعات”.

جاء ذلك رَدّاً من الوَزَارَة على تساؤلات عديدة وردت لها حول صحة عدم تجديد إِقَامَة مهنة مندوب مبيعات وتوطينها، لترد الوَزَارَة قائلة: مهنة مندوب مبيعات ليست من المهن المقصورة على المواطنين.

ونشرت الوَزَارَة، إنفوجرافيك يوضح المهن، التي تم توطينها سابقاً إِضَافَة إِلَى الـ 12 نَشَاطاً التي تم الإعلان عنها مُؤخَّراً والتي سيتم قصر العمل فيها على المواطنين اعتباراً من العام الهجري القادم.

توضيح هام بشأن اخراج السلطات السعودية لهولاء المقيمين من بعض المناطق بجنوب المملكة

اوضح رئيس الجالية اليمنية بمنطقة جازان بالسعودية عبده محمد الشوخي تفاصيل ترحيل السلطات السعودية لليمنيين المقيمين على الشريط الحدودي في بعض المناطق الجنوبية للمملكة .

وقال الشوخي في منشور له عبر صفحته بالفيسبوك ان توضيحه بشأن ما يتداوله المغتربين في منطقة جازان عامة ومحافظة صامطة على وجه الخصوص رسالة موجهة من مدير شرطة محافظة صامطة لمدير شرطة منطقة جازان ومحافظ صامطة حول الاجتماع الذي تم بحضور رئيس الجالية اليمنية و مسؤول الجالية بالمحافظة يوم الثلاثاء الماضي حول خروج ابناء الجالية اليمنية من المحافظات الموازية للشريط الحدودي ( الطوال ، صامطة ، العارضة ، الدائر .. والمراكز والقرى التابعة لهذه المحافظات):

وجاء توضيحه في الأمور التالية:

– منذ اكثر من سنتين قامت الجهات الأمنية في تلك المحافظات بإبلاغ المشائخ والكفلاء بضرورة اخراج اليمنيين من تلك المحافظات لأسباب امنية.

– هذه التوجيهات ليست جديدة وهي صادرة من السلطات الأمنية في منطقة جازان وهي لم تتخذها الا لأجل تحقيق امن واستقرار المملكة ومصلحة المواطنين والمقيمين فيها ولها الحق في اتخاذ اي قرار تراه مناسباً فهذه ارضها والجميع ملزمون بتطبيق القانون مهما كان.

– هذا القرار ليس وليد اللحظة كما ذكرت ولكنه منذ سنتين واكثر وهو لايعني خروج اليمنيين من المملكة كما روج ونشر البعض ولكنه يلزم اليمنيين بالإنتقال من هذه المحافظات الى المحافظات القريبة والعيش فيها كما كانوا من قبل.

– بعد ابلاغ المشائخ والكفلاء تم اعطاء مهلة لحاملي هوية زائر في تلك المحافظات وكل من يقبض عليه بعدها يتم اخذ تعهد عليه ويطلق سراحة واذا لم ينتقل لمحافظة اخرى يتم إيقافه وترحيله وهناك الكثير من الاخوة حاملي هوية زائر استجاب للقرار وذهب لمحافظات اخرى وهناك من لم يستجب وتم توقيفه وترحيله.

– بالنسبة للمقيمين تم اعطائهم مهلة وقامت الجهات الأمنية إبلاغهم ضرورة الإنتقال حتى لايتعرضوا للترحيل.

– بالنسبة للوثيقة فهي تحكي اننا كرئاسة جالية طالبنا باعطاء مهلة وليس كما اعتقد البعض اننا وقعنا على قرار خروج اليمنيين فنحن لم نوقع على اي شيء والاجتماع كان لترتيب عملية الإنتقال للمحافظات القريبة وليس للترحيل من المملكة فنحن لم نوقع على اي شيء ولايوجد اي شخص له صلاحية التوقيع سواء من الجالية أو المشائخ أو من الكفلاء فالقرار اتخذته اللجنة الأمنية وكان الإجتماع بنا هو لإبلاغ الناس فقط.

– في الاجتماع طالبنا واكدنا على ضرورة اعطاء مهلة اضافيه حتى يتمكن اصحاب العوائل وخاصة من لهم اولاد في المدارس من ترتيب امورهم بشكل كامل.

– بالنسبة للعمال ومن ليس لديهم عوائل فمسألة بقائهم او انتقالهم من تلك المحافظات يخص كفلائهم والتجار الذين يعملون لصالحهم فهم المتضررين من عمليه انتقال من يكفلونهم وهم الذي يفترض ان يقوموا بابلاغهم وترتيب عمليه نقلهم اما نحن كهيئة ادارية للجالية فجهودنا الآن متركزة على اصحاب العوائل ومن لهم اولاد في المدارس.

– بشكل عام وفي كل الاحوال فالمتضرر الوحيد هم الكفلاء لأن عمالتهم ستنتقل لمحافظات اخرى ونحن كهيئة ادارية للجالية دورنا كان ومازال في طلب اعطاء مهلة وفرصة اطول اضافة الى متابعة الحالات وتذليل اي عراقيل وصعاب.

– أعود للتأكيد مرة اخرى ان الموضوع ليس وليد اللحظة وكل المقيمين تم ابلاغهم عبر المشائخ والكفلاء هذا اولاً ، وثانياً الموضوع ليس ترحيل من المملكة ولكن انتقال من محافظات لمحافظات اخرى لدواعي امنية ، ثالثاً نحن طالبنا باعطاء مهلة أضافيه ليتمكن اخواننا المقيمين من ترتيب امورهم ، رابعاً اجدد التأكيد ان هذا الأمر شأن داخلي سعودي والأشقاء في المملكة رأوا انه ولدواعي امنية يجب انتقال اليمنيين من المحافظات الاربع والقرى والمراكز التابعة لها الى محافظات اخرى قريبة منها وهذا قرار يخص الجهات الأمنية في المنطقة وليس لنا في الجالية أي شأن فيه وعلى الجميع الالتزام به وتنفيذه.

وقال في نهاية توضيحه ان هيئة ادارية للجالية اليمنية بمنطقة جازان تتابع ونعمل على مدار الساعة لتذليل اي صعاب او عراقيل قد تواجه المقيمين في المحافظات المذكورة بالتنسيق مع المسؤولين بالمملكة.

نشرت جريدة الأنباء الكويتية وثيقة رسمية تكشف بدء وزارة المالية الكويتية تنفيذ خطة تكويت الوظائف الحكومية – تشغيل المواطنين الكويتيين- حيث تخاطب الوزارات والجهات الحكومية بالتنسيق مع ديوان الخدمة المدنية بضرورة تجهيز كل جهة حكومية قائمة بأعداد الموظفين من الوافدين الذين سيتم الاستغناء عنهم خلال العام المالي المقبل بدءا من ابريل 2018 حتى نهاية مارس 2019.

وأظهرت الوثيقة أن القرار يلزم الجهات الحكومية بتخفيض عدد الموظفين الوافدين العاملين لديها سنويا وذلك للوصول بحلول العام 2022 للنسب المئوية المحددة لكل مجموعة وظيفة وذلك حسب خطة التكويت التي أطلقتها الحكومة سبتمبر الماضي.

وتتضمن الوثيقة التأكيد على تخفيض كل جهة على حدة عدد الموظفين الوافدين والالتزام بالنسب المقررة بخطة التكويت لكل مجموعة وظيفية.

وتأتي مطالبة المالية سرعة إمدادها بتلك القوائم في اطار وضع الموازنة التقديرية لمصروفات الجهات الحكومية في ظل سعي الوزارة لوضع سقف للمصروفات لكل جهة بحيث لا يتم طلب اعتمادات مالية إضافية خلال العام المالي إلا في حالات استثنائية قصوى.

حيث أوضحت الوثيقة أن الجهات الحكومية ستكون ملزمة بالتنسيق مع ديوان الخدمة المدنية بمخاطبة وزارة المالية لموافاتهم بالأعداد النهائية من الوافدين المطلوب الاستغناء عنهم لتجميد مستحقاتهم بميزانية كل جهة حكومية، حيث تقوم وزارة المالية بتجميد الوظائف ثم إلغائها.

وبحسب الوثيقة تبدأ الجهات الحكومية بتجميد وظائف الوافدين العاملين بتخصصات مجموعة وظائف الدعم الإداري وهي واحدة من 5 تخصصات سيتم تكويتها بالكامل بحلول 2022.
